Belarus Reality Check

The Eastern Partnership Reality Check is a policy review process aiming to gather insights from top domestic and international analysts, practitioners, diplomats and policy-makers covering Eastern Partnership countries in order to discuss these behind closed doors. It has the ambition to satisfy demand for a more in-depth policy in this area. Under the aegis of Lithuania`s EU Presidency (July-December 2013) the first such a review was the Belarus Reality Check (BRC) enacted in Vilnius, Lithuania October 2012.

The second BRC was held on May 14, 2013 by the Centre for Eastern Studies (OSW) in Warsaw, Poland. The meeting was organized in co-operation with the Eastern Europe Studies Centre (Lithuania) and with the kind support of Konrad Adenauer Stiftung (Germany) and Pact (USA).

The third meeting was held in Brussels, Belgium on April 10, 2014.  It was hosted by the European Endowment for Democracy (EED, Belgium) and organized in co-operation with the Eastern Europe Studies Centre (Lithuania), Konrad Adenauer Stiftung (Germany) and Pact (USA).

The fourt BRC was held on the eve of the Riga Conference on September 11, 2014 in Riga, Latvia. Organized by the Eastern Europe Studies Centre (Lithuania), Konrad Adenauer Stiftung (Germany) and Pact (USA), the event was kindly supported by the Ministries of Foreign Affairs of Latvia nad Lithuania and the Latvian Transatlantic Organization (LATO). The fifth BRC meeting took place on the eve of the 2nd Eastern Partnership Civil Society Conference followed by the EU Eastern Partnership Summit – on May 19, 2015 in Riga, Latvia. The event was organized by the Eastern Europe Studies Centre (Lithuania) in cooperation with Pact (USA) and with the kind support of the Ministries of Foreign Affairs of Latvia and Lithuania, the Nordic Council of Ministers and USAID (USA).  Please see the program of the 5th BRC here.

The sixth meeting is to be held on February 25, 2016 in Vilnius, Lithuania. The event is organized by the Eastern Europe Studies Centre (Lithuania) in cooperation with Pact (USA) and with the kind support of the Ministry of Foreign Affairs of Lithuania and USAID (USA).

The review group is comprised of top Western, Belarusian and regional analysts with a particular emphasis on the independent character of the group in order to achieve evidence-based and balanced policy advice. The non-papers are product of the BRC meetings, fact-checking and peer review process. They are released in order to contribute to the policy debate in and outside of Belarus.
